This article explores the impact of the establishment of Territorial Health Groups (GST) on ongoing health reform in Morocco. The legislative framework, in particular Law 08-22, emphasizes the importance of these Territorial Health Groups in the offer of treatments and quality of services. The dialectical connection between the establishment of Territorial Health Groups on the one hand and the expansion of social protection on the other hand for different segments of the population is very practical and interconnected. The role of Territorial Health Groups is important in evaluating the health map, redistributing resources, and playing a vital role in regional health programs. Law 08-22 defines the tasks and administrative structure of Territorial Health Groups within their territorial jurisdictions. The article highlights the shift from a centralized to a decentralized approach in health decision-making, noting the role of Territorial Health Groups in health management. The establishment of district Territorial Health Groups is a key element in theoretical and practical efforts to strengthen the health system in Morocco. However, the analysis underscores challenges related to legislative complexities, politicization and technocratic hegemony. The article referred to the National Health Program, which emphasized the development of human resources in the health sector, by increasing the number of doctors and nurses, establishing new university centers, and employing thousands of new supervisors. The program also aims to improve the financial situation of health personnel and enhance national competencies. In conclusion, the article stresses the importance of Territorial Health Groups in strengthening the health system, improving regional health services, and promoting effective partnerships with the private sector.
