The parliament is supposed, due to its legislative function, to assume the authority of producing legal Rules. However, with the philosophy of parliamentary rationalization emanating from the French Constitution of 1958, the government has become a participant in the legislative process, and even dominant over all stages of its procedures. This is the principle adopted by all Moroccan constitutions, including the 2011 constitution. Through this scientific article, we tried to touch the limits of the control and direction of the institution of government to Parliament during the legislative process .
