Modern technology has brought about major transformations in the systems of dealing, communication and services all over the world, and has become one of the features of progress. The Coronavirus (COVID-19) pandemic has mainly contributed to accelerating the pace towards the digitization system and digital transformation, as a necessity for social distancing, to reduce From the transmission of infection to and from others, these changes showed us a segment of society that is difficult to integrate and deal easily with technology and can be called (digital refugees), as it is the segment that was forced to move to this world without the slightest knowledge of its systems, laws and methods of dealing with it, This research paper will shed light on the concept of digital transformation and digital refugees, and explain how digital citizenship can contribute to raising the level of digital refugees to be able to coexist with this new society.
